The program is interested in funding research projects in the field of heritage, with finding smart patterns, that construct a large information space about heritage. It also aimed to find approaches for cooperation, to enrich the heritage data to promote the scientific and the academic exchanges between the Palestinians researchers and their French counterparts.

Al Maqdsi program comes in a partnership between the Palestinian Ministry of Higher Education and Scientific Research, in addition to the French scientific research.  As well as the Ministry of Foreign and European Affairs of the French Republic. This program has been agreed upon since 2001, and followed the French Palestinian Joint Committee for Higher Education and Research in Paris in 2000.

The program aims to promote the scientific cooperation and the university exchange. To establish and improve the scientific research, as well as the higher education in the Palestinian territories. This was by promoting the institutions of higher education, and scientific research, so as to submit proposals for collaborative projects. These projects are between the university and the scientific research in the Palestinian and French institutions, in all the scientific disciplines, including the human and social studies. This was according to the priorities of the Palestinian Ministry of Higher Education.

The proposed projects are assessed by two scientific and independent evaluations. This is performed by two committees; Palestinian and French. Besides, they are evaluated based on assigned standards; such as the quality of the research topic, the efficiency and the qualification of the research team, in implementing the methodology, and the expected results and their impact on the society. Afterwards, the Palestinian-French Committee for Higher Education and Scientific Research, re-evaluated the projects to determine the acceptable ones, in order to fund them.
