Overview

The Faculty of Graduate Studies at the Arab American University is distinguished by offering a specialized Master's program in Administrative Law and Constitutional System, in addition to the Master's programs in Public Law accredited by most universities in the country.

In continuation of the Faculty's mission to fulfill the aspirations of many holders of a Master's degree in Public Law who wish to pursue their graduate studies in their home country, Palestine, after completing specialized programs in the Master's degree in Administrative and Constitutional Law, without having to travel abroad, the adoption of the Administrative Law and Constitutional System track provides these graduates with the opportunity to enroll in this program to enhance their legal knowledge and research skills, thus becoming distinguished researchers in a specific legal specialty. This shall enable such graduates to address legal challenges in the future, utilizing their acquired research skills.

This track plays a significant role in economic and social development and in promoting the rule of law in Palestine, in line with the strategic plan of the National Commission for Accreditation and Quality Assurance at the Ministry of Education and Higher Education, the strategic plan of the Arab American University, and the vision of the Faculty of Graduate Studies. This track aims to prepare graduates in the field of administrative law and constitutional law who possess advanced legal research skills and in-depth legal knowledge, which can be employed in the legal issues and challenges required by the state. It also aims to develop qualified national staffs in various fields of public law, including administrative and constitutional law, thus contributing to the development of the capabilities of legal researchers and enhancing their role in building a state of institutions as well as the rule of law.

Goals

  • Preparing highly qualified Palestinian legal and academic staffs in the fields of administrative and constitutional law, contributing to the efforts to build Palestinian state institutions in accordance with comparative administrative and constitutional trends, meeting the needs and requirements of society, as well as preparing students to succeed in a changing and competitive environment and the challenges of legal development. This will also help consolidate the principles of governance and good management in the institutions of the State of Palestine.

  • Enabling students to conduct scientific comparisons between the general principles of public law and its specialized branches, such as constitutional and administrative law, enhancing their ability to think creatively and innovatively. This will contribute to the integration of academic and research expertise in a balanced and integrated manner, keeping pace with legal developments at the local and international levels, as well as enhancing the quality of research outputs in the fields of public law.

  • Enhancing students' abilities to conduct specialized legal research and studies in the fields of constitutional and administrative law, which constitute an innovative scientific and applied contribution, particularly in emerging issues that keep pace with comparative legislative and constitutional developments, to address the challenges of technological advancement and its impact on criminalization and penalty policies.

Career of Graduates

Upon completion of graduation requirements, students shall be eligible to work in the following sectors:

  • To work as faculty members at various universities.

  • To work in legal research centers.

  • To work in legislative drafting of constitutional and administrative laws.

  • To work in the judiciary and the administrative public prosecution.

  • To work in civil society organizations, human rights centers, and local and international human rights organizations.

  • To work in government institutions providing legal consultations in administrative and constitutional law.

  • To work as a specialized lawyer before the constitutional judiciary if they have practiced law for ten years.

  • To work as a specialized lawyer before the administrative judiciary if they have practiced law for five years.

Legal Analysis in Admin & Constitutional Law

Analyze legal texts and practical issues in administrative law and the constitutional system using a scientific approach to determine their effectiveness in addressing societal issues.

Evaluation of Legal Trends

Evaluate legislative, jurisprudential, and judicial trends in administrative law and the constitutional system.

Comparative Public Law

Compare legal texts, jurisprudential opinions, and national judicial trends with their counterparts in comparative legal systems in administrative law and the constitutional system, contributing to the globalization of legal knowledge.

Innovative Legal Research

Conduct original legal research and offer innovative solutions to intellectual or practical issues in administrative law and the constitutional system.

Creative Solutions for Contemporary Issues

Be able to develop innovative solutions to contemporary issues raised in administrative law and the constitutional system.
