Abstract: 
This study aims to investigate the Human Resources Information Systems (HRIS) and its impact on the competency life cycle in the Palestinian universities, in addition the role of the Learning Organization (LO) as a moderating variable. In order to achieve the objectives of the study, the researchers designed a questionnaire consisting of (80) items and gather the primary data from study sample which consisted of (346) academic staff of the Palestinian universities. The Statistical Package for Social Sciences (SPSS) was used to analyze and examine the hypotheses. The researcher used many statistical methods to achieve study objectives. The main findings at the level (P ≤0. 05) were: There is a significant impact of the HRIS on competency life cycle (competency Mapping, competency diagnosis, competency development and competency control) in the Palestinian universities. Moreover, there is a significant impact of learning organization in enhancing the impact of HRIS on the competency life cycle. In the light of the results of this study, the researchers introduced a set of recommendations: The Palestinian universities Should adapt the competency approach to effectively manage its academic staff, and use this approach to recruit employees who are able to achieve the university’s objectives. Moreover, competency should be the base of all human resources unit functions (e.g., planning, recruiting, training, evaluating…etc.) regarding the academic staff. Finally, universities should use the competency life cycle as a tool to improve and develop the competencies of the academic staff.
