Defense of A PhD Dissertation by Ghassan Thouqan in Educational Administration

Student Ghassan Thouqan defended his Ph.D dissertation entitled: "Organizational Justice as a Mediating Factor between Transformational Leadership and the Quality of Administrative Decisions among the Directors of Academic Departments in Palestinian Universities and a Proposed Development Strategy" to obtain the Ph.D. in Educational Administration.

The study aimed to identify the verity of organizational justice, transformational leadership, and the quality of administrative decisions among the directors of academic departments in Palestinian universities from the perspectives of faculty members as well as the role of organizational justice as a mediating factor between transformational leadership and the quality of administrative decisions. Moreover, the study aimed to identify the impact of several variables on organizational justice, transformational leadership, and the quality of administrative decisions. In his study, the researcher introduced a proposed developmental strategy for the quality of administrative decisions among the directors of academic departments.

The findings of the study revealed a consensus among faculty members in Palestinian universities and Palestinian educational experts that there is a deficiency in the application of organizational justice among the directors of academic departments in Palestinian universities. The findings also revealed a clear weakness in the knowledge and practice of leadership skills among the directors of academic departments, especially transformational leadership skills. Based Upon, the reality of the quality of administrative decisions among the directors of academic departments in Palestinian universities needs to be enhanced and developed.

The researcher recommended that regulations, which show the formula and basis for evaluating teachers in the department, be prominently posted in addition to activating the application of transformational leadership by the directors of academic departments and teachers through holding training courses, workshops, and seminars. The researcher also recommended preserving the independence of academic departments from any interference affecting their decisions as well as holding periodic meetings to discuss the decisions and the consequences thereof. Furthermore, the researcher recommended that the strategy proposed by this study be adopted in order to develop the quality of administrative decisions among the directors of academic departments in Palestinian universities.

The dissertation was supervised by Prof. Dr. Abdel Nasser Al Qaddoumi. The examination committee consisted of: Prof. Dr. Mahmoud Abu Samra, Prof. Dr. Ghassan Hilo, and Dr. Mohammad Omran.
